Engine durability regulation penalties clarified

Information from the Race Direction on engine durability in the 2009 FIM MotoGP World Championship.

The penalties for an infringement of article 2.3.6 (Engine durability in MotoGP: a maximum of 5 engines may be used by each rider for the final 7 scheduled races of the season, that is from and including the Czech Grand Prix until the end of the season) are:
- The rider will start the race from the back of the grid
- The constructor will have 10 points deducted from its championship classification
